переход, выполненный по решению мобильной станции
Тип перехода, который выполняется по итогам оценки, выполненной мобильной станцией. Мобильная станция оценивает необходимость перехода на основании измеренных параметров передачи и на основании критериев, установленных в сети. Когда полученная оценка соответствует критерию перехода, мобильная станция передает в сеть необходимую информацию. Затем сеть может принять решение о необходимости перехода на основании полученных результатов оценки и с учетом других условий, например, радиообстановки на восходящей линии и/или наличия доступных ресурсов в сети, после чего сеть может выполнить переход.
